The one time I went to Moscow (1989!) we saw a stadium which I remember looking just like that. But My guess is that there are stadia which look rather like that in every major city in the former Soviet Union? But it's rare enough for me to see anywhere on this thread which I even think I recognise.

Most of the big Moscow grounds have been upgraded in the last ten years or so. This city has kept the League Two vibe alive though!

A couple of additional clues:
Despite the flags looking slightly like a shahada in the pic above, they are green irl. The team they are associated with is not particularly good but arguably punches above its weight.
The time zone is closer to Tokyo than to Moscow.
It's currently minus 16 and minus 27 with windchill.

I got the same for the same reason.
I was thinking that a spin-off thread of speculative city plans that were never built or ambitious development ideas currently in the works but not yet existing, and guessing where they were / are meant to be, would be interesting - but i would probably be terrible at it.
