Thata working off the premise that police car on the left is pretty old, the bus looks kind of old too. The buildings are a touch on the brutalist side and there doesn't seem to any advertizing

it's a taxi on the far left rather than a police car. this photo was taken in 2007, so some things may look slightly older for this reason.

The street sign there looks like it must feature logograms, but not Japan, so probably China, yeah
Horizontal traffic lights are specific to Taiwan, says a random commenter on Quora
I would guess Taipei but it looks too... broad and uncrowded, so I'm gonna guess uh "Taipei surrounding area" (Keelung?)

(I'm really hung up on those horizontal traffic lights, and the intracity buses in Da Nang look like that bus, as do the energy efficient lights they are so proud of; not crowded enough to be Hanoi or HCMC)

I think we might need a clue.

A lot of cities across China have the same layout of road but i don't think i've ever seen a Tier 1 city with so little traffic, even in the mid-00s. It could be somewhere like Nanning.

it's China, but not Tier 1 (I would say that if you've been to China this should be evident from the ubiquitous grey mianbaoche vans in the foreground)

Don't want to just give it away, but will say that Shenzhen is easily the best guess so far, and that if you look for photos of this city you will usually find quite a different sort of scene.

This morning I looked for yellow chinese buses and the only image I came across with similar livery was this one: https://www.istockphoto.com/photo/bus-service-in-china-gm458286057-22656726 which is says is Zhuhai; I didn't find another Zhuhai bus with the same colours though, so I gave up. But now I guess Zhuhai.

I took the photo when I was living there in 2007, but this one on Alamy seems to be the same intersection.

Yeah it often gets these kind of plaudits, for me the best thing about living there was the street barbecues, but the local govt police closed them all down. It's the border town to Macau like Shenzhen is to Hong Kong, so instead of factories you have triads, semi-abandoned wives of international trade guys, seafood restaurants (all the fish is from the Pearl River estuary, leading to v. high levels of thyroid cancer)
Still liked living there more than Beijing or Guangzhou though.
