I don't know, at first I thought it was something industrial, now I'm not so sure.
Blowing the photo up, it seems to be the sea on the horizon, then a narrow isthmus of land, then a narrow body of water - lake or head of a river - then the city. I think.

yeah all the individual buildings and look like fancy bits of germany or france (even the apartment buildings), same with the trees, but the almost complete absence of churches is not right.
that foreground roundabout with an ornamental lake/island in the middle (?) should be distinctive.

Yes I've been looking, and failing, up in that neck of the woods! The city seems to have a pretty distinctive geography - at the head of a river I think, separated from the sea by a narrow stretch of land.

The headless man outside the cabin is taking a photo of something that looks like it could be used for gold panning. I'd say in general there's more of a "pioneer"/western frontier feel to the place (i.e., not the northeast where the emphasis would be more on colonial-era history, I think). Possibly Alaska, Colorado, Wyoming, North Dakota, etc. This is more of a stretch, but the way the people outside are dressed also looks ~western US~ to me
Given it's set to 64 and what everyone is wearing, that machine is probably functioning as a heater. I don't think the ropes are there to put her on display, she just works there and you're not supposed to touch anything behind the ropes
