The look of the building and the fact that the lot has a number (under YES - ATTENDANT ON DUTY) suggests that the parking lot belongs to a big institution -- my first guess would be state university campus? The lower-slung brick buildings in the background work with that too.

Actually looks more like Texas than Arizona to me but at UT there would for sure be some burnt orange in frame. Bike rack in front of the parking lot also very consistent with university campus but maybe I'm letting myself get functionally fixed on that.

Sorry this isn't helpful at all, but I'm not seeing much to indicate any region in particular (except for the lack of sunshields in the cars, which would indicate somewhere less sunny than AZ to me). This also looks to me like any urban parking lot not a university one, which would possibly have a nicer, branded attendant hut?
