not really. it's kind of his legacy song because it broke YouTube records and YouTube has been the catalyst and primary metric for most of his success, but it's not remotely his biggest radio hit, and critics never really cared about it. they did briefly care about "Boyfriend" because it/the video were transparent Timberlake career narrative cosplay, but that didn't last long.

seven years is a long time for a teen idol but a good chuck of that reflects the industries fevered attempt to sell him to a wider audience, like he hasnt really been a hitmaker since 2012

him not being a presence the last 3 years was at least semi-deliberate -- "What Do You Mean" is the first real full scale solo radio single he's released since "Beauty And A Beat" in late 2012. his team kind of bent over backwards to engineer that break, though, releasing Journals songs once a week so it'd be a 'compilation' and not an 'album' and the label asking Billboard not to report sales so that people couldn't analyze how well or poorly it was charting, which is kind of unprecedented and crazy to me. it seems like they saw the tabloid meltdown narrative building steam and decided to wait it out so that the next album would be The Comeback without ever really suffering The Flop first.

Re: the Slate article, it seems clear already that the song is reaching a wider audience than just his fanbase. His fanbase almost certainly turned out in huge numbers in the first week, but the song was still #1 in sales in its second week despite the typical decline, and though it fell in the second week on the Hot 100, it only fell to #3. For comparison, any given One Direction lead single debuts high in the top 3 in the first week due to their fans and then almost completely vacates the top 10 by the second week due to a huge sales decline and no radio support. On that note, "What Do You Mean" is currently top 15 on radio overall less than a month after it's release to any major radio format. So I think it's safe to say "What Do You Mean?" is appealing to more than just his fanbase.
