My fb status from a week ago: "Ever since I moved to this neighborhood last year, there's a person several houses down from mine who plays the same song on a loop whenever he's out in his backyard grilling. Its main hook involves whistling, but it's not the theme from The Andy Griffith Show, and it's not The Good, The Bad & The Ugly, and it's not The Bridge On the River Kwai. I'd actually never heard it before I moved here, but it's so innately charming. I can't use Shazam to identify it, because it blends right in with the other ambiance of the neighborhood, like if the wind could whistle a song it would be this song. I may never find out what it is, but I love hearing it."
My fb status from today: "Follow-up to my post about the whistling song I sometimes hear in the neighborhood: I got to my phone just in time to record the very end of it today, but that was all. It contains the main hook just one time, and then a refrain at the end. I wish I could've gotten more of it, and I wish it was better quality. I waited ten minutes to see if I'd hear it again, but I must've gone outside right as whoever it is was finishing up.
Any ideas?"
It's got a very simple drumbeat underneath it with just a slight swing in the timing if that helps.

MISSION ACCOMPLISHED!
As I was leaving to go pick up a couple things from the grocery store, the whistling song had started playing again. I tracked it down the church parking lot one street East of mine. There was a small group rehearsing a dance not unlike the one featured in the video below. I pulled up and just asked if I could get the name of the song and the lady leading the rehearsal told me. Now that I've heard a higher quality version, it sounds a little dinky (drum machine, really thin production), but that whistling part is still just as cool as I'd always thought it was.
The song is called "Se Busca."
