Don't know how much this sounds like The Stone Roses, but I suspect you'd like The Chills' "Submarine Bells".

Departure Lounge are another band in the same vein, a bit folkier -- their last album, "Too Late To Die Young" had some Stone Roses qualities.

I also second Marcus above: the Small Faces are an essential listen.

Everybody always says that the guitar solo in "Velocity Girl" by Primal Scream somehow "invented" the Stone Roses. Nonsense. Still a good song though.

I suppose you're looking for chimey arpeggiated guitars a la "Bye Bye Badman". Here's a couple:

R.E.M. - "Wolves, Lower" and "Shaking Through" (I hear a lot of Peter Buck in John Squire's guitar style.)
The Byrds - "Mr. Tambourine Man"
The Church - "The Unguarded Moment"
Disco Inferno - "Love Stepping Out"

And, of course, there's every song the first two Oasis albums. Liam Gallagher stole Ian Brown's sense of cool and got all the credit for it. Shame, because I feel the Roses were an infinitely better band.
