I saw this video on Chinese TV the first time I was in (East) Asia in 2001 & it blew my mind. I had no idea any of this was going on (nor that it was produced by Jam & Lewis). Have loved Utada Hikaru ever since.

I assume you mean b/c most of these tunes ride that faster, bouncier groove? I suspect it caught on more because it's actually easier (though more energetic) to dance to than a "typical" Tim tune of the era because the measures more quickly, plus like soothing harpsichord or guitar hooks.

Still, Timbaland as shorthand for syncopated beats in millennial R&B is a forgivable sin IMO.
