A local councillor question:

If someone were to be on a Parish Council and it was proposed that, say, the field next to their house should be replaced by a factory or a housing estate ... would the councillor be allowed to have an opinion on this or would this be considered a "conflict of interest"?

I'd much rather someone "local" (by which I mean directly affected) be arguing the case for the local area and I'm guessing that's why most people get involved in local politics.

For some reason, I draw a distinction between the above example and ... I dunno ... if the councillor owned the field and was going to make a fortune if it was built on (though perhaps they are just on a spectrum).

Almost any kind of commercial building in the vicinity of a house is going to have some kind of impact on property value. Strictly I don't know how conflict of interest rules work at Parish level, or whether parish councils have jurisdiction over most planning decisions, but the thin veneer of local democracy has to at least maintain the illusion that elected officials must place the broader interests of the people who elected them over personal prejudice or gain - however unlikely that is in practice
