every Dem Senator is on record as being against it. But the reconciliation process only requires a simple majority, which the GOP has. Not *everything* about the repeal/replace can be dealt with in reconciliation though, which is where Trump's brilliant plan to hold rallies in red states with Dem Senators to threaten them comes into play. I don't think it will work but we'll see.

what can't be passed via reconciliation? isn't that how the ACA was passed in the first place?

reconciliation can only be used to deal specifically with the budget. Non-budgetary related legislation (ie that doesn't have costs directly associated with it) has to go through the normal legislative process.

to be even more specific, reconciliation can only be used when there are two bills (one from the House and one from the Senate) that each have budgetary impacts and thus have to be "reconciled" before they can be considered approved by both chambers, with the final bill only requiring a simple majority vote. This is how Bush's tax cut was passed, among other things.
