I don't really get this, is there a scenario where there's a vote and it loses? Or are the two pathways "it passes" and "no vote"?

Correct. That is the absolutely last thing Ryan et al want, so either postponing the vote or just punting entirely makes more sense.

One reason Bannon would want Ryan down is because he's ostensibly the head of the GOP.. without him its basically Trump and lol McConnell as the last men standing.

But I never got the impression that taking over the GOP was one of Bannons goals.. maybe Im refuting my own post.

Why?

majorities are against this bill and activists are operating at a fever pitch, when they go home to town halls and get an earful, they aren't going to return to Washington eager to pass repeal, esp not this shitty bill. And if the GOP caucus goes "back to the drawing board" it will take them *forever* and derail other legislative priorities. Ryan's gamble that this is their only chance to get this done is correct. It can't wait til 2018 session, because ppl will be freaking out about losing their seats. It's now or never.

Well as we all know Obamacare is a disaster. Premiums are rising, 30, 40, even 120% in some cases, it's unbelievable. They don't know how to negotiate.
