In 37 years of public appearances, through wars, protests and highly emotional events, I have never had a dialogue end this way. I believe I could have handled the situation without interruption, but I do not know what warnings or other exchanges transpired between the young man and the police prior to his barging to the front of the line and their intervention. I asked the police to allow me to answer the question and was in the process of responding when he was taken into custody. I was not aware that a taser was used until after I left the building. I hope that neither the student nor any of the police were injured. I regret enormously that a good healthy discussion was interrupted.

a deli guy in ny may be an acceptable exception, depending on the exact context. What grates so much is when it's just some random fucking guy, like the guy who's standing behind/in front of one while ordering drinks at the bar. I just think it takes some weird mentality to call a fellow guy "chief", and I can't imagine doing it without it coming off as weirdly condescending and insulting. "broham", I'm pretty sure, though not 100%, comes from where you might think: SoCal surfing/skate/etc culture. One of my best friends from college is from that area and was pretty familiar with the scene (his brother was way into surfing) and we'd often say it to each other in jest.

It would seem that there were actually two instances where the force question comes up, upon watching the video.

1) When they initially removed him from the microphone. It is unclear as to what they tried to do prior to physically restraining him. If he was being combative, abusive and generally acting outside of the tenor of the forum, they may have had justification to physically restrain him in a mall cop sort of way. The problem is that, unless he is going to present either a flight risk or a physical threat to the cops or others, or himself, the restraint in cuffs was prolly unjustified. He even says "If you let me go, I'll leave." really clearly on the video

2) When he got a little shovey with the cops. This was when they could handcuff him. Was the woman cop justified in tasing him once he was already on the ground with four people on top of him, simply b/c he was yelling? Probably not. The taser is just a lesser form of force, like the handgun or billy club. There are pretty clearly defined rules for use of any of these by police officers. Unless we're missing something, I really don't think that he needed to be shocked into submission by a taser b/c he was being an asshole in front of John Kerry. He didnt seem violent, he didn't seem like a flight risk once he was in cuffs, and he didn't seem like he was going to harm anyone once he had been restrained.

Basically, the answer would be like this:

1) Threat of harm to others? Cuffs if possible, then taser. Deadly force only if threatened deadly force or seriously bodily harm.
2) Threat of harm to cops? Same as above, but prolly a quicker step from cuffs to taser. Still no gun unless deadly or serious bodily harm threatened.
3) Threat of harm to himself? Cuffs, than taser.
4) Risk of flight from the scene of an arrestible crime? Cuffs, taser, and, if violent felony, gun.

I think that the cops probably were on high "asshole" setting because John Kerry was the important person, and they had a short fuse with this douche bag.

Also, who the fuck asks questions like that in a forum like that DRESSED LIKE THAT?!?! Bro was asking to be tased.

I went to plenty discussions/forums/etc in college and there was ALWAYS at least one guy who asked a long, obnoxious, 3-part question who didn't really shut up, and not in any case was police force necessary in getting the guy in question to settle down. the kid "escalated" the situation by resisting, which is a big no-no to cops, for some reason. they've got all kind of techniques for shutting ppl down (multiple ppl grabbing you, all that judo-type arm lock shit, and yes, tasers) that they'll drop at a moments notice. in the big scheme of things, i guess this is sort of an improvement, cos in the old days it was the billy club or nothing.

yea I suppose it is just standard procedure to restrain someone pretty forcefully if they are physically resisting arrest, and to be sure, the kid was definitely doing that, flailing his arms and whatnot. i've had my share of run-ins but i put myself in those situations and i might have damn well deserved what was coming to me. i know people who are in no way cowards that have never had any kind of problems with law enforcement personnel. Luck may still have played a part in this but you can definitely reduce your odds greatly by not doing thing that draw their attention.

As usual Michelle Malkin led the way. She likes to get on top of a story and draw conclusions as soon as possible because she can always backtrack later.

"You know what the lamest part is? Listening to impotent John Kerry's voice droning apathetically during the entire incident," wrote Malkin. If it had been her giving the speech and a liberal had asked her rude questions and been tasered by police, she no doubt would have leapt into the audience and come to the obnoxious questioner's defense, even at the risk of being tasered herself. That's the kind of person she is. Kerry did later condemn the arrest, saying that he and Meyer were engaged in "a good healthy discussion," apparently not realizing that the reason their discussion seemed so one-sided was because his discussion partner was being electrocuted.

But according to Ace of Spades the police would never have tasered a liberal disturbing a speech by a conservative. Because conservatives are treated like second-class citizens in our society and women refuse to date them, at least judging by his experience, conservatives are the only people who ever get tasered. Stop the ACLU joked delightfully that the ACLU should get involved, knowing, of course, that the ACLU never defends conservatives, other than Nazis, that is. Conservatives were outraged that the civil liberties of one of their own were being trampled.

But a funny thing happened on the way to the blogstorm. It turned out that the student was not conservative but was in fact so liberal he was to the left of Kerry. The initial enthusiasm for Meyer began to wane with this revelation. "No, he isn't one of ours," wrote Dan Riehl, saving his long, self-pitying treatise on how unfair the world is to conservatives, which we are all looking forward to reading, for another day. "Good for the campus police because Meyer deserved what he got," said John Hawkins at Right Wing News. Somehow the idea of a liberal getting tasered didn't seem quite so outrageous after all. And certainly no one minded all that much when a Muslim student got tasered last year in the UCLA library where he may have been reading books on bomb making or something. Eventually, Malkin would change her position 180 degrees and start attacking Meyer. In the midst of reconsidering her initial reaction to the tasering, Malkin even managed to find an anti-immigrant angle. "Speaking of tasers, did you know that immigration officers cannot use them against illegal aliens in federal detention facilities?" she said, pointing out that Tom Tancredo (who is opposed to immigration despite his suspiciously foreign-sounding name) is doing something about this unfair "differential treatment." When the victim of tasering is an illegal immigrant, suddenly it doesn't seem so bad.

You might think that at this point the liberal blogosphere would have rallied to Meyer's defense. At first they seemed to be ignoring the story or even justified the police conduct because the idea of a conservative activist getting tasered at a Kerry speech didn't seem like anything to get worked up about. Plus, liberal bloggers are just as happy to bash Kerry as conservatives are since they blame him for botching the election. Although some liberal bloggers are now tentatively saying that the police may have gone a bit too far, they don't seem quite so outraged as the conservative bloggers almost were. Something seems to be holding them back. Sure, the First Amendment sounds good in theory, but perhaps tasering some annoying people might not be such a bad idea and it wouldn't be prudent to come out against tasering per se. There are a few conservative bloggers, some liberals must be thinking, who could use a good tasering.

While many conservatives and liberals seem to be shifting their positions so quickly it would take a quantum mechanic to sort it all out, I have maintained a very consistent point of view ever since I first heard about the incident. I am 100% in favor of tasering obnoxious people, whether they are conservative, liberal or radically moderate. In fact, I don't think we are tasering people enough and that this country would be better off if we had more tasering not less.

I think we have all seen political events where someone talks on and on or is irritatingly impassioned about their narrow agenda. If we armed security at all of these events with taser guns, I'm sure people would think twice about hogging the microphones and boring us with their speeches about issues we don't care about. Tasering has a remarkably calming effect on people as you can see by the reaction of the crowd at the UF event. Instead of becoming angry at the police or trying to intervene or speak out about the treatment of Meyer, they all became quite docile.

If only we had had tasers in the 1960s, I think we might have avoided a lot of the campus unrest during that turbulent decade. They seem to be much more effective at pacifying people than tear gas, German shepherds, firehoses and bullets. If the police had tasered a few anti-war protesters during the 1960s, we might not have lost the Vietnam War.

Throughout the 2004 presidential campaign, for example, President Bush had to screen the people attending his events to make sure that no one would ask him a rude or difficult question. But it would have been much easier if the Secret Service were armed with tasers and simply tasered anyone who got out of line. I don't think anyone would have asked any impolite questions if they saw that all the Secret Service agents carrying stun guns. The judicious use of tasers might make the 2008 election a lot more tolerable.

But tasers would not just have a calming effect on our political discourse. Just as concealed carry laws reduce crime as criminals become aware that anyone could shoot them, making tasers more available to the general public would make people think twice about being discourteous. Taser International is marketing a fashionable pink taser for women that should keep overly flirtatious men in check. And widespread use of tasers would reduce the number of both surly waiters and annoying customers arguing over every little charge on their restaurant bills.

Tasers also have the potential to transform future generations in a way that could be even more far-reaching than drugging our kids with Ritalin. If our teachers had tasers, students would be much better behaved and we might avoid incidents like Columbine and Virginia Tech. And I can't tell you how many times I have wished that parents had tasers to discipline their unruly kids. In New York they are actually doing something about this problem. Teenagers there are going to think twice about disturbing the neighbors with rowdy barbecues after the 17-year-old son of a retired policeman was tased four times last month after beating him and choking him was not having the desired effect. In Great Britain police are pioneering the use of tasers to pacify impudent little tykes, having just been given the go-ahead to use tasers on children.

No one wants a return of the campus unrest we witnessed during the 1960s and I'm sure everyone was pleased with the very passive reaction of the students at the UF event. Imagine a society where everyone was as calm and peaceful as the very well-behaved UF students were. It's easy if you try.

University of Florida police were justified in using a Taser against a student who refused to stop questioning Sen. John Kerry on campus last month, according to a state investigation released Wednesday.

Some had questioned the use of force in using the stun gun against student Andrew Meyer, leading to the investigation by the Florida Department of Law Enforcement. A summary of the agency's report was released Wednesday.

"In short, the FDLE determined that our officers acted well within state guidelines," university President Bernie Machen said in a letter to students, faculty and staff.

Two officers who were placed on administrative leave pending the outcome of the investigation were reinstated Wednesday, Machen said.

Rob Griscti, Meyer's attorney, said he had not yet reviewed the report and had no immediate comment. The journalism major is known for posting practical jokes online on his Web site.

The scuffle between Meyer and police started during the Sept. 17 speech by Kerry when Meyer refused to leave the microphone after his allotted time was up, police said. The videotaped altercation and Meyer's cries of "Don't Tase me bro!" were played frequently on the Internet.

The report says the officers' intent was to escort Meyer from the auditorium, but he broke away and refused to follow the officers' instructions.

"Officers decide not to escalate to hard empty hand strikes, kicks, knees or baton ... (it) would have looked like the officers were beating Meyer into submission," the report said.

The report, which has Meyer's name and that of other students blacked out, said the officers did what was necessary to control the student.

"Our purpose is, and has always been, to ensure a civil and safe environment where the many types of campus activities and open discourse can occur," said Police Chief Linda Stump.

Meyer has been charged by police for resisting an officer and disturbing the peace, but the State Attorney's Office has not yet decided whether to file formal charges.

Spencer Mann, a spokesman for the State Attorney's Office, said the decision may be made some time next week.

COMBINED LOCKS, Wis. - A Wisconsin police chief has agreed to let his officers shock him with an electronic stun gun to raise money for the Special Olympics.

Police Chief Steven Wulgaert says he's the only one of his five full-time and five part-time officers who hasn't been shocked during training. He says he took some ribbing about this before telling the officers they could shock him if they raised $500 for the charity.

Officer Duane Dissen says the department has raised about $800 so far and hopes to collect $2,500.

Dissen says Wulgaert will earn the money when he gets shocked before the Combined Locks Village Board meeting Tuesday. Dissen says the pain goes "from your fingertips right down to your toes."

Wulgaert plans to retire March 1.

He warns her at approx 14:21:40 to step back to the side of the road or else he will tase her. She remains defiant, yelling at him for pushing her away from traffic.

At approx 14:22:10, she dares him to tase her; he's warned her to step back or get tased about 3 times by this point. He responds by holstering his taser and speaking into his radio.

At 14:22:35, the officer attempts to take her into custody, presumably for obstruction of justice (ie, being wholly uncooperative by not signing the ticket and not stepping off of the road). She resists and attempts to go back to her car. He pushes her back and warns her that she's about to be tased. She shakes him off and announces she's going back to the car, at which point he tases her and takes her into custody.

The whole thing is kind of harsh but I don't see that the officer was really in the wrong here. The way this is being reported is not in line with what actually happened.

He attempted to; it's likely that he would have hurt her regardless of how he attempted to restrain her because she was not at all interested in cooperating with him on any level, whether it was signing the ticket, staying off of the road, or not trying to get back into her car and driving off after he told her was going to take her into custody. The cop is totally in a lose-lose situation here; had he muscled her to the ground and cuffed her we'd be reading "US Cop Throws Great-Grandmother To The Ground".

Basically, if my 70-year-old uncle, who has never had any record and never speeds, can get pulled over for absolutely nothing and be made to lie down on the ground with his hands behind his head for five minutes without incurring any bodily harm or a ticket, this woman could have signed the ticket while the officer held the clipboard. She chose not to. She got tased. Boo fucking hoo.

How, exactly, is he going to get her car keys? He tried to get her to move off of the road to lessen the chance she'd get hit by oncoming traffic; she decided not to budge. Would he have done the right thing if he'd left her there to cool off and another car hit her? Engage her in small talk... how would this even work? How many people are willing to engage in small talk with someone who's writing them a ticket? If anything, that would have infuriated here more!

I watched the video and while the woman was being a total spazzcase, dude was beyond peeved and seemed quick to bring up his taser to try and shut her up. I'm sympathetic in that I'd be beyond pissed myself in his shoes and for all I know cops are told to use it as a deterrent asap. But I think there's a gray area between "fucking pigs should be locked up" and "shoot 'em in the knee for all i care" Cops either need to do some "The Taser: Democracy's Harmless Friend" ad campaign or get used to people questioning whether its necessary/wise to electrocute people who act the fool in public.

okay, having just watched the video, she was acting a righteous cunt no doubt. The issue in my mind is that law enforcement officers are obliged to balance the use of force against the danger avoided by that use of force. I guess I just don't buy that a taser is a more reasonable way to subdue people than just grappling with them. Maybe I just need to understand the long term effects of a taser better. looks to me like he tasered her because she was being an uncooperative pain in the ass and she really pissed him off and he felt justified in doing so.

That said, I have a friend on the TN interstate patrol and the #1 way of being injured or killed on that job is by getting sideswiped from standing too close to the edge of the road. Those guys are justifiably terrified of being killed accidentally on the road; my guess is that this guy is reacting out of fear for his own safety first and foremost.

The police sell tasering as an alternative to deadly force. That's how they sell the weapon to the public, and that's how they should use it. He didn't even TRY to cuff her. The idea of a cop using a taser on an unarmed person before even trying to detain the person is fucked (whether they are 72 years old or 22 years old). It's a weapon that causes extreme pain and sometimes death and shouldn't be used as a shortcut.

I'm so not even going to watch or try to decode the video here, but this here strikes me as true and kind of an issue -- there's been this definite bleed from tasering as a means of incapacitating patently dangerous individuals to tasering as just a routine method of control. I don't know that the intentions behind this are particularly cruel ones -- I assume police officers just feel it's safer and more efficient to tase people than to get into a physical struggle -- but that seems like a definite and maybe problematic slip in usage.

This does not change my opinion that the woman in that video should not be particularly surprised that she got tased, particularly since she was warned multiple times and she tried to get into her car and drive away after the officer attempted to cuff her to bring her into custody.

I don't know, I never saw any follow-up -- the whole thing was just strange. To be honest nobody in it acted particularly egregiously (compared to my expectations, anyway), but you would think that if you pulled over an ambulance for not having sirens on and there turned out to be a patient inside, you'd be able to sort out a quick solution -- e.g., I dunno, how about we'll escort you to the hospital and then deal with it afterward? Maybe?

A perceived obscene finger gesture apparently sparked a May 24 confrontation and scuffle between a state trooper and paramedic in Okfuskee County.

A trooper, Daniel Martin, said he was heading to Paden to aid the Okfuskee County sheriff’s office on a stolen-vehicle call.

Martin said he had his emergency lights and siren on when he encountered the ambulance in front of him, which failed to yield to his cruiser until contacted by radio. The ambulance was not running lights and siren.

Once on the scene of the stolen-car report in Paden, Martin said he saw the ambulance pass and observed Franks extend his left hand out the window with his middle finger raised.

Martin said he later chased the ambulance until it pulled over. Once he got out of his cruiser, he said he was trying to talk to Franks when he saw White get out of the ambulance and slammed the "door in a hostile manner.”

Martin said White kept getting between them, despite repeatedly being told by the trooper to back off.

White said the trooper bolted out of his car in a huff and yelled at Franks, "What do you mean flipping me off?”

White said the trooper would not allow them to continue taking the woman to a hospital and settle the matter there.

Martin said White kept getting in his way, and finally Martin tried to arrest White for obstructing an officer. That sparked the first of two scuffles as Martin said he tried to arrest White but the paramedic threw up his arms to resist the arrest.

The trooper said only when White got back into the ambulance was he able to speak with Franks. Martin said Franks assured him he did not give the trooper the gesture and apologized for not yielding.

The trooper then walked back to the ambulance and tried to tell White he would be arrested once he arrived at the hospital. White was wanting to file charges against the trooper on an allegation of assaulting a paramedic.

Another scuffle ensued, and Martin said White grabbed him around the neck, refusing to let go. Martin said he applied a choke hold on White’s neck to release the grip.

With White calmed, Martin said he told the paramedics to go to the hospital and he would follow.

Martin blamed White for the episode, claiming that if he were allowed to speak with Franks uninterrupted, none of it would have happened.

Franks was ultimately given a written warning for failure to yield.

White was not arrested.

there *are* general guidelines, though, about tasing. whether or not every police department follows them i can't say, but the Sherriff in the county where this happened has already said he's disgusted by it

Travis County Sheriff Greg Hamilton issued a statement on Wednesday saying when he watched the video he was, "in awe of what happened." The video made national headlines and the Sheriff said he wasn't only surprised but disagrees with what unfolded. Still, the Deputy's superiors stand behind the Deputy and his actions.

(NB from the video section of that paramedics thing I've seen, I said nobody's being "particularly egregious" because it's basically four guys all telling each other to settle down, with occasional shoving when any two of them start getting mad and the other two pull them apart and tell everyone to settle down -- basically just a mess, with the patient's family yelling into the mess that maybe they should get going. It's completely stupid on the trooper's parts, though, because they are putting the patient's life and health behind their desire to assert authority and win an argument ... it plays out like really run-of-the-mill posturing shit with everyone trying to yell reasonably at one another.)

I had a very pleasant conversation with an off duty cop working security a few months ago and was interested to hear about his work. It's the first time I'd had the experience of chatting with a police officer for 30 minutes or so.

I find police work and the work of first responders in general fascinating. Always have. They deal with the things in this world that I try hard to avoid. I have a lot of respect for cops. It's a really difficult job, and I bet most do it reasonably well or very well.

well, here's the thing: there's actually a significant risk to the patient when driving hellbent for leather, sirens or no. can't recall the exact figure, but i want to say that 1 in 6000 ambulance trips will end in a car accident. so, a lot of the time running code (sirens) is discouraged as it might make things more dangerous. even more dangerous, ironically, are police escorts: cruiser blows an intersection, the ambulance trailing, but traffic resumes because "hey, the cop's already thru, let's go!" and WHAM

oh, when I said police should "escort" them to the hospital I just meant, like, take them there in some kind of "visual custody" and then deal with them afterward

that all makes sense re: sirens, and maybe I'm misunderstanding how this one incident started, but it seemed like the issue was that the ambulance behaved (or failed to yield) in a way you'd normally have to put on sirens to do? (I mean it also appears that this didn't matter to anyone but the troopers and the troopers were worried less about public safety than having EMTs respect them, but still, it's legitimate that you can't do certain things without sirens on)

Sympathy here for Dan's POV about not being an idiot in front of cops BUT the cop brought the threat of using a taser to the table, which strikes me as relevant since cops shouldn't be idiots in front of US. They're trained in nonviolent restraint of the noncompliant far more intensively than Taser 101.

Apparently the police were investigating reports of a man carrying a sword and some trigger-happy PC tasered this old guy instead. Saw from behind that he was carrying something, shouted at him to stop and when he didn't, he got zapped and cuffed.
