Scott Walker is good at this, but sometimes the references are so cryptically buried as to not be noticed:
- Intro to 'Jesse' is the same opening chords as 'Jailhouse Rock' - 'The Psoriatic' contains elements of the jazz standard "Ja-Da (Ja Da, Ja Da, Jing, Jing, Jing!)" - The sound effect at the beginning of 'The Escape' is a riff on the start of the Looney Tunes Merrie Melodies theme

wow, good catch! the acoustic bit in the beginning is very similar to the main chord progression in 'hummer' (D-G/B-C). also when the electric guitars kicked in on 'in the end,' i immediately thought of 'snail.' but yeah that riff at 4:34 in the rush song is identical to the coda of 'hummer.'
'rocket' has one, but no one knows the source. in the 2011 reissue of siamese dream, billy wrote in the liner notes that he lifted the guitar lead line at the end of the song (when everything drops out) from someone/somewhere he "can never reveal." i'm assuming it's rush

The origin of that phrase was recently an answer to a question on HQ Trivia
One of my favourite recent instances of this is when Perfume Genius sings "you can 'say a little prayer for me'" on "Go Ahead"
I like it when this stuff happens in classical music most of all. I love when Debussy starts mocking the opening of "Tristan And Isolde" in the middle of "Golliwog's Cakewalk". The intro to Beethoven's 5th pops up all over the place in Ives' "Concord Sonata" like a persistent catchphrase.

Two more for the 80's kids:- In the middle of La Di Da Di, Slick Rick starts singing a few lines from "Sukiyaki" by A Taste of Honey.- In the Thompson Twins "Love On Your Side", they make a musical reference to their own song. When he sings "I've played you all my favorite records", the song quotes the melody from "In The Name of Love", which was on their previous album. Fair enough.
But when I try to think of a brief one, all I can come up with is the Dead Milkmen on "Bottomless Pit", quoting the intro to "Ballroom Blitz". And I try my best these to forget that I was ever into the Dead Milkmen.

I feel like these have surely come up elsewhere (ancient posts by electricsound perhaps, given it's Aus indie) but:
Smudge's "Don't Want to Be Grant McLennan" suddenly becomes The Go-Betweens' "Bye Bye Pride" for the bridge to the final chorus.
The Cat's Miaow's "The Phoebe I Know"/"Phoebe" closes with the "together, forever..." section of "Say a Little Prayer"

Also reasonably certain the Fiery Furnaces reference “Billie Jean” in their song “Oh Sweet Woods” (maybe because the lyrics involve “mistaken identity?); though I suppose the musical similarities could also be coincidental.(Would be surprised if this is the only example of the FFs pulling such a move, but can’t immediately think of another instance...)

Garbage also directly quote the Pretenders' "Talk of the Town" near the end of their track "Special".
Also, the chorus of Catherine Wheel's "Delicious" (".........YOU EAT!...YOU SLEEP!...YOU BREATHE!") shares the melody and rhythm of the "Talk of the Town" chorus (or is it a post-chorus? There's so many hooks and sections of that tune, no wonder it's so prolific at inspiring other songs), when Chrissie sings "....YOU'VE CHANGED!..."
And I swear I've heard another song that reminiscent of the "...MAYBE TOMOR-OR-OR-OR-OR-OR-OR-OW-OWW!...Maybe SOME-DAY!!!" chorus (or it could just be another example of the descending major scale that occasionally sneaks into pop music, although the only such song I can remember right now is Pink Floyd's "Apples and Oranges").

I just read the whole thread and have to unburden myself of everything that came to mind as I read:
...and the sax plays "Ride of the Valkyries".
...and also by Steve Nieve in "The Only Flame in Town" by Elvis Costello.
...and "Night of Fear" by The Move.
Something I read said he also quoted "Strangers in the Night" here, but I can't hear that now.
In "The All-Golden" by Van Dyke Parks, he sings, "Off the record..." and is answered by a parody of the horn fanfares from "Surf's Up" (which he co-wrote for the Beach Boys Smile album).
Beck quotes the melody of "Jingle Bells" in "Hotwax".
Deep Purple interpolate a section of Manuel De Falla's "El Sombrero De Tres Picos" into their rendition of "Hey Joe" (and then credited the whole thing to themselves).
Chris Stamey:
on Repercussion, the second of the dB’s records, there is a shout-out to Ives. He was famous for incorporating musical “quotes” in his original works, and we put a phrase of one of his favorites, the hymn “Shall We Gather By The River?” after the line, “Ives was on the stereo,” into the second verse of our song “From A Window To A Screen.”
Quasi-sampling:
The opening track of Game Theory's Lolita Nation features a montage of the opening seconds of three previous Game Theory records.
King Crimson play a bit of the record of "The Court of the Crimson King" in "The Devil's Triangle".
Faust play the Rolling Stones and Beatles recordings of "Satisfaction" and "All You Need is Love" in the intro of "Why Don't You Eat Carrots".
