Imo the tournament won't matter much until several things happen:
1. Other nations besides USA and Mexico (and maybe Costa Rica) can regularly challenge for the win. Lately this has sort of happened with Jamaica, Panama, and Haiti reaching the semis, and Canada seem to be on a bit of an ascent lately.
2. Hold it every 4 years instead of every 2.
3. Hold it somewhere other than the US.
The last one seems far-fetched as it's basically a big money grab for the federation based on packing as many Mexico fans into big football stadiums as possible; the others less so but still moving very slowly.
