The reason her ass is in jail is that most people, assuming they're not mentally ill or held up by enablers, eventually hit some sort of "rock bottom" either financially, emotionally, or socially and realize they have to change. Meanwhile, this girl is in court for the bazillionth time and pretty much flipping off the judge.

All this talk of enablers is good and all, but really, for an addict to change it relies wholly on one person: themselves.

This is circular with what I said! People generally have to hit bottom, which is a recognition of the self. If you're held up from that, you're not going to think anything is actually wrong with you.
