Also the manager, unlike the players, is a salaried employee of that country's FA and it's kind of illegal to discriminate on the basis of nationality in many cases.

Plus there are many other people outside the squad and the manager's office who contribute to on-the-pitch success, and to make that rule would technically require every coach, trainer and physio to be English as well.
