Strictly speaking, yes. Many public school systems will not allow you to enroll your child without proof of vaccinations. However, the anti-vaccination crowd probably has a good-sized overlap with the home school crowd.
Seems weird that this issue has enough traction to get play in a presidential campaign. That is very wtf.

In MS, homeschooling is just about the only way to successfully avoid vaccinating one's kids. There's a bill pending that would allow homeschooled kids to play sports and join extracurricular clubs in their local public school district, allowing them to have all the fun stuff without having to deal with any of that pesky education crap; I hope that bill plugs the vaxx loophole.

the similarity in their career arcs is interesting - made it to the White House, leaves on a sour note, reinvents self as elder stateswoman, hangs around long enough/collects enough chits to be guaranteed the nomination. and then on the personal level she does seem awkward and nervous and not all that likable. digs wars, especially ones that are politically expedient on the domestic front. hates her spouse.

The history of whatever regulations are under discussion is absent from the story entirely.

A spokesman for Hillary Rodham Clinton said Tuesday that while she used a personal e-mail account during her years as secretary of State, those records have been maintained pursuant to federal rules.
“Both the letter and spirit of the rules permitted State Department officials to use non-government email, as long as appropriate records were preserved,” said Clinton spokesman Nick Merrill. “As a result of State’s request for our help to make sure they in fact were, that is what happened here.”
Merrill responded to a New York Times story saying that Clinton, a prospective presidential candidate in 2016, used a personal e-mail account during her four years at the State Department and “may have violated federal requirements that officials’ correspondence be retained as part of the agency’s record.”

but yeah emails on personal devices is a nightmare for dealing with lawsuits, document preservation, etc. it blows up the scope of the universe of discoverable documents almost exponentially.
