Strictly speaking, yes. Many public school systems will not allow you to enroll your child without proof of vaccinations. However, the anti-vaccination crowd probably has a good-sized overlap with the home school crowd.

Seems weird that this issue has enough traction to get play in a presidential campaign. That is very wtf.

The two I know are home schooling their kids, so that checks out.

In MS, homeschooling is just about the only way to successfully avoid vaccinating one's kids. There's a bill pending that would allow homeschooled kids to play sports and join extracurricular clubs in their local public school district, allowing them to have all the fun stuff without having to deal with any of that pesky education crap; I hope that bill plugs the vaxx loophole.

All of that said, the Times story is pretty full of fudge. It's not clear whether Clinton and her aides are being accused of violating the regulations of the National Archives, or some undefined federal law, or simply the delicate sensibilities of various watchdog groups. The history of whatever regulations are under discussion is absent from the story entirely.

honestly I think this is exactly what happened

but yeah emails on personal devices is a nightmare for dealing with lawsuits, document preservation, etc. it blows up the scope of the universe of discoverable documents almost exponentially.
