It's fairly common knowledge that Pence is one of the stupidest people in American politics. I don't mean he holds blockheaded, objectionable positions issues - I mean, the way he expresses himself implies that he's just barely smarter than your average golden retriever.

My mom hates Pence, although possibly not as much as she did his predecessor. From what I've seen and heard, IN's governors have proven amazingly deft at stimulating negative reactions from otherwise apolitical state workers.
