I should've found a better picture I just like those frogs and wanted to put them in this thread (b/c I'm never gonna be able to guess anybody else's city that's for sure)
So I just learned that those frogs have to do with The Great Frog Battle of 1754:
Legend has it that in 1754 in the hamlet of Windham in the Connecticut colony, the Battle of the Frogs commenced. No, we're not talking about the French. It was literally a battle pitting frog against frog. At the time, a number of men in the area had departed to fight the French and the Indians. One hot night in June, the remaining men in the town heard screeching and began to fire wildly, believing they were under attack. The next morning they discovered that the sounds had come from frogs that were either battling over the last remnants of water in a drought-stricken pond or just ticked off at each other. They never really knew why the whole episode occurred, but hundreds, some said thousands, of frogs died.

The one time I went to Moscow (1989!) we saw a stadium which I remember looking just like that. But My guess is that there are stadia which look rather like that in every major city in the former Soviet Union? But it's rare enough for me to see anywhere on this thread which I even think I recognise.

A couple of additional clues:
Despite the flags looking slightly like a shahada in the pic above, they are green irl. The team they are associated with is not particularly good but arguably punches above its weight.
The time zone is closer to Tokyo than to Moscow.
