My understanding is these are companies that have traditionally distributed this type of supply, but there's a lot of questions around how they are forcing the states to bid against each other, which runs up prices to ridiculous levels. At the very least, it is being coordinated badly, but there's some shady profiteering that appears to be happening too.

This has been Trump's M.O. since the day he took office. He fires anyone he sees as insufficiently protective of his interests, regardless of whether his 'interests' are opposed to the clear national interest or even legal, and he trusts so few people that 2/3 of the positions he fires people from are left unfilled. The whole executive branch is littered with temporary 'acting' officials or simply vacant positions.
