WI republicans clearly operated on the assumption that no matter how much they abused their powers of office to entrench themselves, that very abuse of power would shield them from any consequences. It's an operating practice which has been road-tested and has proved successful for a very long time for white racists in the ex-Confederate states, so it's easy to see why they've been trying it on for size.
