it makes me think of all those little towns on that line along the south coast between hove and portsmouth, landscape and buildings look wrong though. this does not look like a resort.

Seascale! After looking at lots of pictures of railway stations on the Exe and Thames estuaries, many of which were could-be-nearly-maybe it's such a pleasure to be told the right answer.
Looks like the damn thing was a water tower: https://www.geograph.org.uk/photo/1348657 But the windows look original, which is why I had discounted that possibility, shows how much I know.

I used the Ordnance Survey app on my tablet and followed the coast for any likely looking train stations. Found one with a row of houses at a right angle to the station and sea and then spotted the tower. I'm from the north west of england and do have a friend who lived there for a short while tho, it's close to Sellafield power station

Good one. I did something similar, but convinced myself the dark bank of cloud on the second photo was the opposite bank of an estuary - hilariously that meant I had a look around Morecambe Bay and drifted up as far north as Kirkby-in-Furness but then gave up. So close!

Those green roofs made me think of Kyiv but (unless this is a weird view) Kyiv’s got to be more built up than that so... I’m way past the end of my knowledge. Somewhere post-Soviet would be my guess.

IKEA store at a highway intersection in the mid distance narrows options considerably. Red tiled roofs suggest Mediterranean. That color scheme on the apartment towers matches some around Madrid. But having looked at five dozen options none quite matches. And I'm very worried that the nosebleed seats in that futbol stadium are a deathtrap.
