Could easily be brum, or any other city with large victorian brick infrastructure. Surprisingly hard to find a road that follows the curve of an elevated railway like that though, and the old fence at the top and the overgrowth suggest it's not an actual in-use railway line.

I am not totally convinced the main wall taking up much of the picture is an elevated railway but I can't really justify that past saying the cast iron fencing seems odd for a railway (even disused) and I'd kinda expect to see arches in a railway bridge. I realise this is not much help.
