looks like a college campus to me. possibly a fairly old one (by US standards) given that brick wall. maybe pre-war.
background looks coastal? maybe even a port?
the planting looks too green for los angeles and i can't think of anywhere that nice close to a freeway in LA (mayybe USC, but that brick wall is too old for USC).

excellent, i looked at Charleston, Savannah and Norfolk. Easy to find old brick walls and big oak trees. Couldn't find the bridge in the background.

The bridge was the biggest clue. I tried searching for highway overpass pictures from different cities. The pillars on that one are fairly distinctive. When I saw a picture of that bridge in Jacksonville I knew I was close.

I guess Lublin has trolleycars, actually, but it does look like track on those cobblestones.
Color may be off in the picture but it looks like the tram has a green section of near street level. And a red and green stripe above window level.

overall that looks like austria to me. too nice for classically eastern europe.
a couple of roofs seem wrong to me for austria though: the green mansard (?) roof and the stepped gable on the yellow building, which i associate with the low countries, but wikipedia tells me can be found elsewhere https://en.wikipedia.org/wiki/Stepped_gable.

The first picture looks like it might be inside a travel agency, so maybe the Maxx Royal plaque is indicating they have organized trips to that hotel.
