This is based on trees and scenery looking like it would be somewhere geographically similar to Northern Europe, but that one building and the grid layout of the roads looking American. Am I on the right lines?

For such a densely packed in place, it looks a bit Day Of The Triffids. No one in the park, no cars visible on the street. Can't see what the sign says, but it looks more likely to be in Roman script, not Japanese or Chinese.

Not New World, somehow not European-looking, I'd guess India, although that doesn't quite seem right either.

Its definitely Spanish speaking with the street name being Calle Csomething, and signs in that style appear to be common across Colombia though I noticed them more in Bogota. And the buildings on the left and words match

But on the other hand, there aren't many streets with trash like that or with that many people. Bogota's streetview surprisingly sparsely peopled. Maria Paz had people and trash. The building on the right is a problem. And the lighting isn't right, though I noticed the imagery is copyright 2019 and Bogota's coverage is more recent than that

I did wonder about Buenaventura on the coast, that seems to have trash and maybe port cities are a better bet

Ah good! I was at the wrong end of town, about 7 miles further west, though would never have found it even if landed on same street though with the changes. Was going to look for churches this afternoon

Weird area, I did kept second guessing if it was Bogota or not, but the street sign design was too big a factor to look elsewhere
