Wasted is irreversible for a number of hours and often comes with miserable side effects. At least boredom is reversible, because you can still think.

Boredom when I have nothing to do isn't so bad. I can just go for a walk or something. Being in a boring situation that I can't get out of, at work say, is much worse.
