HAs bush got the resources to see off the 'North Korean Threat' (Well established nuclear programme, lots of plutonium, missiles that can hit alaska, Japan and South Korea) and the 'Iraqi Threat', (Mainly sand and some rusty scuds, probably some festering bits of chemical and biological weapons, no way of getting them to the states other than possibly FedEx) whilst dealing with a crumbling situation in Afganistan. When will he learn to stop prodding Lions, has he never been read 'Albert and the Lion'.
