It sounds that way, but I'm not sure what to make of some of the lines (like "From New Jersey to Japan").

It's old. It's on Cheap at Half the Price. This CD just says 1991, but I thought it was originally recorded in the 80's. I can't find lyrics anywhere, but it goes something like, "One little lick from a little pet [dead?] dog could kill/ha ha/kill/ha ha." And "From New Jersey to Japan/Oh yes, the dog's our man." It includes Reagan samples. (I even like the way Frith uses Reagan samples, something which was usually pretty tiresome to me while Reagan was president.)
