I believe the new International Treaty of the Vegetables stipulate that as long as the borders of Potatoes remain sealed with olive oil, Rosemary may inhabit the borders within a confined space. The Treaty Ammendment of 2003 clearly states that Fresh Basil may only occupy the area *after* the heat is off.
