Unofficial harassment vigilantes

Just wondering if anyone else has come up against what I call
"unofficial criminal rehabilitation groups" who harass people
they have been told have criminal records, but in fact do not.

I heard about this from an anonymous lady in California who
discovered that years of nasty treatment by people in her
community was in fact being committed by several groups,
including church groups, who were lied to about her having a
criminal record. These people toss trash in her yard, aim
noise at her house at all hours, hassle her with their cars
when she drives (e.g. block her in a mall parking lot then
disappear leaving their car in front of hers), call her with
fake wrong numbers, knock on her door at night then disappear
before she can see who did it, and so forth.

I've been having similar experiences too. I had an odd man
move in next door (apartment) who would slam his door very
loudly at all hours of the day or night. He actually took
pornographic material and delivered it to my place of work
while I was home sick and insisted the receptionist give me
the material when I returned.

I even have in-home sabotage, meaning this group must get
in when I'm out, but no sign of forced entry. You can visit
