What is it? What does it do? Can someone explain it too me in non-tech terms? I'm thick, see.

It's a database back end to a website, it basically put's text into templates. Of course it can get much more complex than that.

e.g a company could install a content management system for public relations staff to publish press releases on a company website - without the need to send it to "web designers".

Therefore time critical information is published faster - and naturally this will also speed up how quickly the information gets indexed by Google.
