what is vera-e (and can we eat it)

this thign here. i read an atricle about it (ofline) that said vera-e could detect staelth bombers and stuff and is almost imposible to take out from the air. can anyoen here confirm this for i do not understand a single word of the tecspeak on that site. is it a hoax?
