It's one of those things that happens, little crossover mutations that change what would be expected of the genetic combo. So the typical dominant/recessive Mendelian blahblah isn't expressed. People with those sort of traits can look really cool.

The simplified dominant/recessive laws such as blond hair and blue eyes being recessive still applies. Apparently most of the genes that determine these things are on Chromosomes 15 (and 19) and are tightly linked - and that's why people with platinum blond hair usually have blue eyes. The random genetic crossover stuff described above is the reason you get people with different than the recently 'normal' combos. As populations change, with more children between people of different backgrounds, the unusual combos happen more often.

The amount of blondes in the world is supposedly decreasing.

And of course, environmental effects still contribute greatly to what we look like - especially the effect of bleach - the vast majority of blondes you see around are actually dark blondes, light browns, or dark browns dyed platinum.

Ditto, I find "hazel" to be an wholly unsatisfying description of my eye colour - but then, depending on the light in a room, my eyes can appear blue, green or even brown.
