Bob Hoskins has played both Nikita Khrushchev and Winston Churchill. He worked ok as Krushechev but Churchill was a stretch. In the same movie with Hoskins as Churchill, Michael Caine looked weird as Stalin, but John Lithgow looked OK as Roosevelt.

Gregory Peck made a great Douglas McArthur, even though that movie isn't that good.

At the right age, Anthony Perkins would have been perfect to cast as Rudolf Hess.

Ed Harris could definitely play Ike.

Karl Malden was pretty inspired casting to play Omar Bradley.
