Setting the base video to 100% opacity, with an Alpha+RGB channel Gaussian Blur of Radius 1 and a brightness and contrast reduced to -79 and -100, respectively, then setting the overlay video to 52% opacity, with a b/w tint at 100, and finally rendering it. No one else in the world is doing exactly that, with 92% and two minutes to go right now.

For the record, I'm using Final Cut to do something vaguely the video analogue of film's double interpositive processing. The color track alone looks very FUBAR, and the other track is essentially half transparent b/w, but it looks mahvelous when put together.
