Has this happened in any other areas or just that one council in Scotland?

The poll tax was introduced in Scotland before anywhere else wasn't it? Why on earth was it introduced elsewhere if it was such a disaster in Scotland?

I suppose if the tories had listened to Scotland and not brought in the Poll Tax elsewhere we would've had to endure another 5 years of Thatcher.

I thought councils couldn't chase debts older than 7 years.

Scots should send cheques for 10p marked 'encashment of this cheque acknowledges full and final settlement of the outstanding debt'. The bank will charge more than that to cash the cheque.

Or mock up Monopoly money with Thatcher's head 'pon it and pay using that.
