A question - will a change from Bush to Kerry make a blind bit of difference to US foreign policy?

I'm a silly UK person, so I don't understand these things, but I'd have thought that the foreign policy is decided by people OTHER than the president and his people, and that a change to a Democrat wouldn't really help much.

But as I say, I don't understand these things.

I really do think there will a signifigant foreign policy change, just because he won't be surrounded by the same ill-advised advisors. The preemptive strategy is deeply intertwined in the Rumsy-Cheney-Condy axis, and it's unlikely that Kerry would surround himself with such hawks.

Though I am a partisan Democrat, I truly don't think Republicans make very good executives, at least not since Eisenhower. They function well in the Senate and Congress, but they make shitty presidents. Nixon, Reagan, Bush Sr, Bush Jr... Pretty dark periods for the average American.

(Before you all start Johnson bashing, remember Civil Rights, the War on Poverty, and the Great Society!")
