Is it OK to compst out of my window?

I hate my landlord, so I throw all of my garbage out of the window onto the lot next to my house. Is this ok? Is it littering? Also, how do I get a license for a landfill?

Junk thrown out so far by most to least recent:

Wendy's 1/4 double stack wrapper (w/ ketchup)
1'x2' piece of wood (painted peach)
Empty 1 gallon Carlo Rossi wine jug (puke red flavored)
Broken white guy jazz 78s (5 or 6)
Empty peanut butter container
Approximately 2 pounds of sawdust (most probably blown away by now)
