STORM UPDATES: A section of Route 128 in Gloucester has been closed, and most towns have banned passenger vehicles. Winds have gusted to 44 mph in Boston and 70 mph on Nantucket; the wind chill in Boston is minus 12. Virtually every event in eastern Mass. has been canceled today; Boston Public Schools will be closed tomorrow and Tuesday
