what is his accent? He certainly doesn't sound at all like Patrick McGoohan. Is it just a kind of Bond villain default accent?

Is he just advertising CBBC, or is he in an actual programme?

Oh, he's supposed to be a Number 2, not Number 6. Don't know if he's in any other programme, but I think the advert focus is on Newsround - he says something like he needs information to impress Fearne/Fern/Ferne, or maybe it changes every so often to advertise lots of different CBBC things. I am very glad I cannot give you the exact details, here.
