Dispersing the power of the treasury is a bad idea. It's the last bastion of proper cabinet government. The last bastion against a presidential prime-minister. The Chancellor of the Exchequer has always been a powerful counterbalance to any PM and now they want to un-pick this.

Aren't the top end of the civil service having a strike soon? This smells awfully like a "behave or we'll give you a ridiculous reorganisation to deal with!" plan.
