I can't explain the podcasting thing (at least I could have a go, but I haven't tried it myself), but RSS stands for
Really Simple Syndication and is basically what's known as an XML schema (or possibly a DTD; these serve the same purpose. DTD is just a bit out of date nowadays).
An XML schema is a document that defines precisely how an XML document should look, i.e. what tags should go where and so on. The benefit of this is that anyone can write a program that reads the information in an RSS document, because the RSS schema defines exactly what the format will be. This principle is used in many fields. Companies use it for exchange of data, both internally, and with third parties.
RSS itself is used in many news sites, and indeed in ILX. What it lets you do is get an RSS reader and aggregate the headline news stories from multiple websites into a single place; so, if you're interested in reading BBC news, the Register, Slashdot and ILX, you can get the reader to collate all the headlines into one place and save you going off to four separate websites.
Pocasting as I understand it uses the same principle to collate tunes people have been listening to. What I am unclear to is whether it includes links to actual tunes themselves, rather than just a basic text description of what someone's been listening to. I'm sure somone that's more 'down with the kids' than me will be able to tell you.

what's a good rss reader for windows? i usually use netnewswire on a mac but there isn't a port; i've tried feeddemon but it is a mess :(
