I didn't see a thread about the first time Bush flicked a camera off, but if I remember correctly that wasn't in public. In any case, I'm actually not even sure if he's giving the thumbs up or what, but it probably doesn't matter, anyway. I suppose his conduct is overlooked no matter what.

I gotta admit, the "fingers on the left side curled around" theory is starting to make sense. And him flipping off a bunch of cameras, unprovoked, would be pretty weird. And Jay Leno obviously thought it was a finger.
