DVD region free via software ona Windows machine

so, on a mac you can use vlc or whatever it's called to play dvds of any region - but what's a similar solution for pcs? i've finally got sony to replace my broken dvd-rw drive, but half our dvds are region 1 and half region 2, and it'd be nice to be able to play either.

I use DVD Genie - does the job perfectly.
