Clinton's "I feel your pain"

For research purposes, I was wondering if anyone knows: Clinton's "I feel your pain" has become an axiom / cliche. Googling the person / phrase, there are plenty of references to him saying this on TV, but does anyone actually know what it was in response to? Thanks in advance.

A clue from my unreliable lint-brush of a memory: I think he said it during a so-called "town hall" style, made-for-tv event. It may have been billed as a "presidential debate with questions from the audience". It would be during the 1992 campaign for sure.

"presidential debate with questions from the audience".

how many of these did he do, anyway? I remember the MTV town hall thing, at least.

I'm not sure if that ACT-UP event was the first recorded usage, but it's the first one I could find.
