Can anyone think of the title of this film? It's a retarded teen thing from the 80's that bills itself as "Part two, the end of the trilogy", with surf punks

and features a nerd kid who invents a soft drink to turn its consumers into surf punks who have glass eating competitions on the beach. I found it in a second hand shop.
