So is it equally wrong to follow the Norwegian way of doing fines whereby people are fined a percentage of their income?

Indeed. I think it's great — they recently stung a former World Rally Champion with a fine of something like a million quid for driving past a school too fast. And when you see 4x4 driving numpties parking on red routes while they go for a latte because the fine is small change to them, you can see the appeal.

But, and I'm just being Devil's advocate here, isn't it just as wrong to fine someone more because they're rich as it is to make someone do community service for longer because they have less other stuff to do?

The percentage method was introduced by the Tories in the 1991 Criminal Justice Act, but they backtracked on it in 1992, after lots of stories of nice businessmen getting fined 1000 quid for speeding in their BMWs.

fining someone a percentage of their income (is good and) is different to sentencing someone to more hours of community service because we all have the same number of hours in a day. i hate the way they assume that because a person is unemployed they're not busy. fuck off.
