Just a couple of points on that, as someone who occasionally has to bring a stroller on the subway:

1) "Rush Hour" in NYC is like a 2.5 hour window in the morning and another 2.5 hour window in the evening, minimum. In fact, some lines are crowded throughout the day, so it's pretty hard to avoid travel during "rush hour."

2) Some moms/dads have jobs they have to go to, requiring them to first drop off their babies somewhere (daycare etc.)

3) You can't just "fold the stroller" because it's pretty much impossible to carry a baby and a folded stroller simultaneously.

4) While I use and generally support the use of smaller "subway strollers" on public transit, when a baby is very young, it has to lie flat and hence has to be in an ordinary carriage-style stroller instead of a folding stroller.

That said, if the baby was really small, I suppose it could have been brought in a carrier, depending on where the mom was going with the baby.

honestly, the real enemy on the subways is students. teenagers and college students alike. they're loud, they lean against the pole, they don't let riders off before they trample into the train, they run and cause a ruckus on the platform, they've got backpacks swinging all over the place, and they have absolutely no regard for anyone else.
