Does anyone have any good texts/resources exploring recent innovations in civil service reform in Whitehall?

Well it's worth going to the source docs: the Lyons and Gershon Reports on the treasury website.
Basically these two reports aim to fulfil Tony Blair's aspirations for the civil service:
(i) that it must be possible to save a lot of money (shared with Gordon Brown)
and
(ii) that it must be possible to stop the system of people coming in post-university at 21 and retiring at 60 with no experience of the 'real world'. (not fully shared with Gordon who thought it was sort of ok as long as they're economists)
