England's 'underachievement' basically consists of them going out in the quarter finals at the last world cup, rather than reaching the semis, i.e. one match. Portugal are a semi-final team and reached the semis. Argentina should've won it and went out in the quaters--ergo Argentina is the answer.

Of the three, it's Argentina '06 without a doubt, that team could have won the World Cup and they managed to get as far as England's overrated lot.

Late 90s Holland as well. Portguese Golden Generation were never actually that good bar a handful of players here and there.
